The catch
It's a desktop app, not a website — you install it. The paid cloud tier buys speed only, not better quality.
Why it made the list
This is the single best find in the whole list. Every web upscaler meters you by credits; this one has no meter at all because it runs on your own hardware. An old grainy photo going sharp is the demo.
